Former Cop Charged with Rape

A former Wilmington police officer, Thomas Oliver Jr,  recently admitted to using his police authority to extort inappropriate acts from a wanted woman. He has been charged with second-degree rape, extortion, and official misconduct. Oliver was patrolling alone when he called the wanted woman over to his marked police vehicle in October of 2018. The woman claims Oliver forced her body onto him and then threw 3 dollars at her and told her to get out. She also says that she only did it because she thought she was being put under arrest. Oliver admits that what he did was “egregious and stupid” and said he believed she was interested in him. His attorney says that his actions should not amount to second degree rape, as Oliver claims it was consensual.
